Kathmandu, Aug. 25: The four major political parties have reviewed the different incidents and the clashes occurred at various places including Monday's Tikapur clash. 

The meeting held at Prime Minister's official residence at Baluwatar has pointed out the need of effective role of the government in this context. 

Following the meeting, UCPN (Maoist) Vice-chair Narayan Kaji Shrestha informed that the parties were committed to continue the constitution drafting process as per the previous commitment made among the political parties.  
    
Similarly, CPN (UML) Vice-chair Bhim Rawal commented that the Kailali incident was deplorable as it was staged with criminal mindset.  He added that the constitution drafting process would continue as per the previous commitment. RSS

Curfew clamped in Dhangadhi

Dhangadhi, Aug. 25: The District Administration Office has enforced curfew in Dhangadhi, the district headquarters of Kailali district from 11:00 am to 7:00 pm today not to let peace and security situation in the district go out of control after the incident that took place in Tikapur area of the district on Monday afternoon.

According to the DAO, authority has been given to the security personnel even to shoot at those violating the curfew. Similarly, curfew, which was imposed in Tikapur area from Monday afternoon, is still taking place.

Chief District Officer Raj Kumar Shrestha, said that curfew was enforced in Dhangadhi  to curb any untoward incident there as per the consensus in the meeting of the District Security Committee held this morning.

Tikapur area as well as Munuwa, Joshipur, Narayanpur, Pathalaiya, Durgauli, Dhansinghpur, Thapapur, Bhajani, Khailas and Bauniya VDCs have been declared as riot hit area and a large number of army has been mobilized there from Monday evening. RSS

Prohibitory orders issued in Gulariya
Bardiya, Aug. 25: The District Administration Office, Bardiya has issued prohibitory orders in Gulariya Bazaar area in the district headquarters effective from 11 am to 5 pm today.
Chief District Officer Binod Bahadur Kunwar said that rallies, meetings and assembly of people has been prohibited during the curfew hours. RSS

Leader Bijukchhe says Tikapur incident politically driven 

Bhaktapur, Aug. 25: Chairman at the Nepal Workers and Peasants' Party Narayan Man Bijukchhhe has said that the clash occurred in Tikapur of Kailali district on Monday was politically motivated. 

Talking to RSS today, leader Bijukchhe termed that the incident was due to party-led narrow mindedness.  

He added that the incident took place due to negligence of security mechanism though it was already anticipated.   

Leader Bijukchhe commented on the weaknesses and lack of coordination among the investigation bureau, administration and police force and that unfortunately led the situation to such a state of panic and fragility. RSS

Life in Nawalparasi starts returning to normalcy

Kawasoti (Nawalparasi), Aug. 25: Life in various areas in Nawalparasi district crippled by a banda (shutdown) for long has started returning to normalcy with the market remaining open and vehicles plying. 

Hariraj Wagle, chief of the Western Regional Traffic Police Office, said that vehicles along Butwal-Narayanghat stretch of the East West Highway operated today. 

The Western Transport Entrepreneurs Committee said that vehicles on the Butwal-Narayanghat-Kathmandu road resumed plying. Likewise, the market in areas including Kawasoti, Bardaghat and Sunawal remained opened. 

However, the District Administration Office has clamped curfew in the district headquarters, Parasi for seven days starting Monday evening in the wake of ongoing agitations by various groups, forcing the market to remain shut. RSS

Ambulance torched in Rautahat

Rautahat, Aug. 25: Cadres of the United Madhesi Front have torched an ambulance at Gaur Municipality in Rautahat district Monday night.

According to the District Police Office, Rautahat, the agitators set the ambulance (Na 3 Cha 863) on fire after some hour later of enforcing curfew at the district headquarters. The curfew was imposed due to the untoward situation for the past few days.

The ambulance was completely damaged in the incident. The agitators torched the ambulance citing it carried the teargas shells and bullets of police. RSS

UNICEF provides Rs 98 million to quake survivors 

Gorkhabazaar (Gorkha), Aug. 25: The United Nations Children's Fund (UNICEF), working for children's rights, survival, development and protection, has provided relief amounts to the April 25 earthquake survivors in the district. 
Local Development Officer Premraj Giri said that the quake victims including elderly, single women and differently-able people in particular, who lost their houses to the catastrophic quake, received Rs 3,000 each in relief. 

He said that the UN agency provided about Rs 98 million to the quake survivors in the district so far. 

The relief amount was channelised through the Ministry of Federal Affairs and Local Development and concerned VDC secretaries were mobilised in its distribution, it is stated. RSS

Number of cholera patients up

Kathmandu, Aug. 25: The Sukraraj Tropical and Infectious Diseases Hospital has said that the number of people suffering from cholera has increased of late.
As many as 60 patients have received treatment at the hospital so far from the beginning of the month of August, according to the Hospital.

The number of patients suffering from cholera has increased due to the contaminated water. Mostly, people from Kuleshwor, Teku, Kalimati, Kalanki and Sanepa have been found infected with the disease.

Some of the patients are undergoing treatment at the Hospital while others have already returned home after the treatment. 

According to the Hospital, a total of 40 people suffering from cholera had received treatment at the Hospital during the corresponding period of the last year. RSS

Protesters pledge to maintain peace

Chitwan, Aug. 25: In the wake of the August 24 Tikapur incident that left eight people dead, mostly police personnel, including a Senior Superintendent of Police, local political parties, the Nepal Federation of Indigenous Nationalities (Nefin) and the Tharu Welfare Assembly (TWA) have pledged to make their ongoing agitation peaceful.

They also pledged to not resort to any activities that may disrupt social harmony. 
They made such pledges at an all-party gathering called by the Chief District Officer Binod Prakash Singh a day after the gruesome incident. 

The groups also reached an agreement with the District Administration Office, stating that they would launch protest programmes in coordination with the local administration and that police should not intervene in their 'peaceful protest'. 
Participants in the meeting include Bishram Mahato, Chitwan president of the TWA, advisors Tikendra Chaudhary and Lalit Chaudhary, Padam Gurung, chairman of the Nefin, Tek Prasad Gurung, district president of the Nepali Congress, JN Thapaliya, district chairman of the CPN-UML and UCPN (Maoist) leader Ghana Shyam Dahal. 

Likewise, Singh, chiefs of security agencies, human rights activists and journalists also attended the gathering. RSS

FWDR's DIGS called back to headquarters 

 Kathmandu, Aug. 25: The Ministry of Home Affairs has called back the Deputy Inspector General (DIG) Khadananda Chaudhari of the Armed Police Force and Nepal Police DIG Ram Kumar Khanal from the Far Western Development Region in the wake of the clash that took place in Tikapur of Kailali district on Tuesday. 

Both DIGs have been called back to the headquarters. 

According to the spokesperson of the Ministry Laxmi Dhakal, APF DIG Suraj Shrestha and Nepal Police DIG Madhav Nepal have been transferred there.  

Similarly, Senior Superintendent of Police (SSP) Dinesh Neupane has been deputed in the place of SSP Laxman Neupane who was killed in the clash on Monday. RSS

Front organises truncheon rally in Parsa

Parsa, Aug. 25: The United Madhesi Front has organised a truncheon rally 
in Birgunj today, the 11th consecutive day of Madhes shutdown protesting the delineation of federal states.

The rally organised from Ghantaghar chowk concluded after reaching the same place after going through different parts.  The rally was organised under the leadership of Co-Chairman of the Sadbhawana Party and Vice-Chairman of the Federal Socialist Forum Nepal, Lalbabu Raut.

Meanwhile, National Madhes Socialist Party has launched agitation from today demanding that two autonomous provinces be formed in the entire Madhes, among others.

Normal life has been hit hard due to continuous banda (general shutdown) and locals have been facing shortage of daily essentials. RSS

Areas in Rautahat declared riot-hit zone

Rautahat, Aug. 25: Various areas in the district have been declared as riot-hit zone effective from Monday late evening. 

Police said that the declaration was made to contain untoward situations that ensued following ongoing agitation by various groups. 

The riot-hit area covers all the Wards of the Gaur Municipality and the areas including one kilometer on the either side of Gaur-Chandranigahapur road. 

Any kind of gathering, meeting, demonstration and rally is prohibited in the riot-hit area while the movement of people in groups of more than five are also prohibited. 

Security personnel have been vested with the authority to open fire in case people are found violating the prohibitory order. 

Meanwhile, a large number of police, Nepal Army and Armed Police Force personnel have been mobilised in the riot-hit area, Superintendent of Police Pradhumna Karki said. RSS

Prime Minister and Tharu lawmakers discuss Tikapur incident
Kathmandu, Aug. 25: Prime Minister Sushil Koirala and the Constituent Assembly members from the Tharu community have discussed the incident of violence that took place in Tikapur on Monday and the ongoing agitation of the Tharuhat Tharuwan Joint Struggle Committee. 
The discussions held at the Prime Minister’s official residence at Baluwatar focused on the Tikapur incident and the developments since that incident, among other issues, said Committee spokesman and CA member Aman Lal Modi. 

He said they drew the Prime Minister’s attention to the today’s incident in which the house of one Tharu CA member has been torched even when curfew is in place, adding that they have demanded immediately stopping such activities.  
Modi stated that the Struggle Committee has consistently held peaceful agitation sticking to its agenda and demanded addressing it by political means.
He described Monday’s incident as saddening and reiterated they were always in favour of peaceful movement. RSS

Kailali incident should be resolved politically: UCPN (Maoist) 

Kathmandu, Aug. 25: The UCPN (Maoist) has urged the government to resolve the problem seen in Tikapur of Kailali district by political means. 

The UCPN (Maoist) Standing Committee meeting held at the residence of the party chairman Pushpa Kamal Dahal at Lazimpat, drew the attention of the government not to use force but to take political initiatives to resolve the problem. 

Drawing a conclusion to the need of taking the constitution writing process forward without stopping it under any pretext, the party stressed the need of resolving the problem on the basis of political wisdom and understanding, said party Spokesperson, Dinanath Sharma.

The UCPN (Maoist) demanded to carry out investigation and to take action against the guilty, drawing a conclusion that there might be infiltration in the demonstration organised in Kailali demanding Tharuwan province. 

The meeting also concluded that the problem would not be resolved only after the decision of mobilizing the army. It also came to the conclusion that the dissatisfaction over the issue of delineation of federal states should be addressed immediately.
  Another leader Devendra Poudel said that the party laid emphasis that all sides should take initiatives to take the peace process to the conclusion. 

Discussion over the country's latest political scenario and ongoing progress of constitution writing was held in the meeting, it is learnt. RSS

Indian Ambassador Rae calls on DPM Gautam 
Kathmandu, Aug. 25: Deputy Prime Minister and Minister for Home Affairs Bamdev Gautam has drawn the attention of the Indian Ambassador to Nepal Ranjit Rae to the need of controlling infiltration from Indian border side in the protests in the Terai districts.    

 DPM Gautam pointed out the need of being alert as some unscrupulous people could take undue advantage of the open border between the two countries. 

While briefing the parliament on Monday about the Kailali incident, DPM Gautam had indicated that such unscrupulous elements might have infiltrated in the riot from the southern borders.  

Following the meeting, Ambassador Rae said that India was shocked by the latest incidents occurred in different places in Nepal and ensured not to permit the misuse of the border. RSS

 Govt offices vandalised

Gaushala (Mahottari), Aug. 25: Protesters who have been on an agitation since long vandalised two government offices in the district today. 

Supporters and cadres of the United Loktantrik Madhesi Front, which has been on an agitation since long, putting forth various demands, destroyed property worth more than Rs 300,000 belonging to the offices running the People's Embankment Programme, it has been reported. 

Engineer Ganesh Thakur said that a computer, a laptop, three printers, a photocopy machine, a fax machine and furniture were vandalised. RSS

 Indian Prime Minister expresses concern over political, social 
instability

Kathmandu, Aug. 25: Prime Minister Shri Narendra Modi spoke on telephone to Prime Minister of Nepal, Shri Sushil Koirala today.

Prime Minister Modi expressed sorrow at the loss of lives in the violence in Nepal and extended his condolences to the families of the deceased and the people of Nepal. Prime Minister Modi expressed concern that political and social instability would seriously compound the tragedy caused by the recent earthquake in Nepal.

Prime Minister Modi called for exercise of restraint and restoration of peace and order. He appealed to the government, all political parties and the people of Nepal to eschew violence and maintain social harmony.

He lauded the historic progress that Nepal had made in the peace process and drafting its Constitution. He reiterated the message that the political leadership of Nepal should resolve all outstanding issues through dialogue between all political parties and through the process of widest possible consultation, including with the public, so as to strengthen the climate of trust and confidence across and between all sections of society, and arrive at solutions that reflect the will and accommodate the aspirations of all citizens of a richly diverse society within a united, peaceful, stable and prosperous Nepal.

Prime Minister Modi also conveyed that, as a neighbor, India would do all it can for security in Nepal.

Prime Minister Modi assured Prime Minister Koirala that India’s one and only desire was to see the emergence of a peaceful, secure, stable, democratic and prosperous Nepal, which draws strength from its rich social diversity, enormous resources and extraordinary talent. India, he reiterated, will continue to provide all support to Nepal, in accordance with the wishes and priorities of the people of Nepal, to achieve that goal.
